Imagine for a moment that you live in a city with no traffic lights, no signs or crosswalks. No street markers. Perhaps streets still exist. But there aren’t any lane markers. And sometimes they mysteriously change from pavement to bare dirt.

In this world, it would be incredibly inefficient to try and make your way from one side of the city to the other. In short, life would be filled with potholes - real and metaphorical.

When we build something, our endeavor is to find an efficient means to an end. Our hypothetical city is the opposite of organized. (And likely the reason you’ve never seen one like it).

When you’re building something, you’re creating order amongst chaos:

• Building Process > Adding in Street Lights
• Introducing Policy > Speed Limits
• Guidance > Street Signs

Naturally, we build in these things (process, policy and guidance) so that we can create more efficient means to an end.

• Some things scale linearly (we add another city block)
• Some things require systematic change (building a reservoir to meet the city’s water needs)
• Some things become obsolete (the plumbing lines made of wooden logs)

We perceive that there is too much bureaucracy when there is an imbalance due to:

• Information Asymmetry: your permit for building an extension to your home is denied.
• System Constraints: there are only so many parking spaces, so you control with parking meters or permits.
